I went to Walgreens last night to pick up the Bic Highlighters and the Scotch Tape. My total was $.36 after sales tax!
4 Bic highlighters $.49 each used 2 $1/2 printable Coupons.com
3 Scotch tabe used $.39 each 1 $1/3 from 7-12-09 RP
A reader commented that Walgreens would not honor the coupon because it was more that the price of the Bic Highlighters.
If a coupon has a higher value than a item the store can adjust the coupon down to the price of the item. This is true for all stores. They will not give you the overage in this case. Sometimes the cashier just does not know this rule. If you have a problem with a legitimate coupon ask for a manager and always be nice. You will not get anywhere if you are nasty even if you are right.

Attention Target shoppers. I am really excited to report that the price match guarantee rumor is official. I can not wait to test this out. I do a lot of price matching at Walmart but I would prefer to shop at Target if I had to choose between stores.
Here are a few details from the Target website.
As of July 12, Target stores nationwide will match advertised prices from competitors on identical items in local markets, assuring guests that our products are priced right.
We are confident we have low prices every day. However, if our guests happen to find a lower price on an identical single item – defined as the same brand and model number that is listed on a local competitor’s printed advertisement, during the effective date of the ad – we will match that price.
Within seven days of purchase, guests can bring the actual printed competitor ad and a Target receipt of purchase of the same item to our in-store Guest Service area to receive a price adjustment. Photos/copies of advertisements or receipts will not be accepted.
